Procurement Solutions establishes and manages competitively tendered standing offers and framework agreements that provide Canadian public-sector and not-for-profit organizations with access to structured, defensible purchasing arrangements. Agreements are developed through open and transparent procurement processes aligned with applicable trade agreements and recognized public-sector procurement practices.

how are the agreements established?

Each agreement is established through a publicly advertised competitive process. Solicitation documents clearly define requirements, evaluation criteria, and contractual structures in advance to ensure fairness, transparency, and equal access for suppliers. Submissions are evaluated against the published criteria, and awards are determined on the basis of best value. Pricing and contractual terms are established through competition rather than volume commitments.

What is the commitment ?

Participation in Procurement Solutions agreements is entirely voluntary. Procurement Solutions manages the competitive solicitation process and establishes the agreement framework, while suppliers participate through open competition and perform in accordance with the terms and pricing established through the procurement process. Member organizations retain full purchasing authority, apply their own procurement policies and approvals, and make their own purchasing decisions. Access to an agreement does not create a purchasing obligation or transfer procurement authority to Procurement Solutions.
